Multiple outcomes of education
Recent research demonstrates that, when more money is spent on education for students from low-income families, achievement and graduation rates improve. So, too, do life outcomes such as employment, wages, and reduced poverty rates. Investments in instruction, especially high-quality teachers, appear to leverage the largest marginal gains in performance. School funding reforms in several states have created the conditions for stronger educational outcomes. These reforms funded schools more equitably and provided access to well-prepared and well-supported teachers; standards, curriculum, and assessments focused on 21st-century learning goals; schools organized productively for student and teacher learning; and supportive early learning environments. This report examines these efforts in four states: Connecticut, Massachusetts, New Jersey, and North Carolina. Their experiences demonstrate that, in the U.S., equity-focused changes can yield results for students but also require steady work.
One of the mysteries of education reform is how leaders and educators can successfully instantiate, sustain, and spread student-centered pedagogical practices from a few schools to many others. Advocates for deeper learning grapple with this mystery as they seek to transform teaching and learning to prepare students to meet the demands of the 21st century and to close the opportunity gap between advantaged and disadvantaged groups. While research suggests that deeper learning strategies that support critical thinking and problem-solving can yield improved student outcomes, implementing these strategies is not easy, as they require reimagining school environments and changing traditional approaches to teaching. This report highlights how three networks of schools engaged in deeper learning have managed this feat. It describes the systems and structures the networks have used to instantiate their equitable deeper learning models in diverse public school settings to serve students in more personalized and productive ways.
Research showing that high-quality preschool benefits children’s early learning and later life outcomes has led to increased state engagement in public preschool. However, mixed results from evaluations of two programs—Tennessee’s Voluntary Pre-K program and Head Start—have left many policymakers unsure about how to ensure productive investments. This report presents the most rigorous evidence on the effects of preschool and clarifies how the findings from Tennessee and Head Start relate to the larger body of research showing that high-quality preschool enhances children’s school readiness by supporting substantial early learning gains in comparison to children who do not experience preschool and can have lasting impacts far into children’s later years of school and life. Therefore, the issue is not whether preschool “works,” but how to design and implement programs that ensure public preschool investments consistently deliver on their promise.
Although there is considerable research on the elements of high-quality preschool and its many benefits, particularly for low-income children and English learners, little information is available to policymakers about how to convert their visions of good early education into on-the-ground reality. This study fills that gap by describing and analyzing how four states—Michigan, West Virginia, Washington, and North Carolina—have built high-quality early education systems. Among the common elements of their success are strategies that prioritize quality and continuous improvement, invest in training and coaching for program staff, coordinate the administration of birth-through-grade-3 programs, strategically combine multiple funding sources to increase access and improve quality, and create broad-based coalitions and support.
This report synthesizes the research evidence about the impact of community schools on student and school outcomes. Its aim is to support and inform school, community, district, and state leaders as they consider, propose, or implement community schools as a strategy for providing equitable, high-quality education to all young people. We conclude that well-implemented community schools lead to improvement in student and school outcomes and contribute to meeting the educational needs of low-achieving students in high-poverty schools, and sufficient research exists to meet the Every Student Succeeds Act (ESSA) standard for an evidence-based intervention.
We study the transmission of beliefs about gender differences in math ability from adults to children and how this affects girls’ academic performance relative to boys. We exploit randomly assigned variation in the proportion of a child’s middle school classmates whose parents believe boys are innately better than girls at learning math. An increase in exposure to peers whose parents report this belief increases a child’s likelihood of believing it, with similar effects for boys and girls and greater effects from peers of the same gender. This exposure also affects children’s perceived difficulty of math, aspirations, and math performance, generating gains for boys and losses for girls.
Despite wide achievement gaps across California between students from different racial and socioeconomic backgrounds, some school districts have excelled at supporting the learning of all their students. This analysis identifies these positive outlier districts—those in which students of color, as well as White students, consistently achieve at higher levels than students from similar racial/ethnic backgrounds and from families of similar income and education levels in most other districts. These results are predicted, in significant part, by the qualifications of districts’ teachers, as measured by their certification and experience. In particular, the proportion of underprepared teachers—those teaching on emergency permits, waivers, and intern credentials—is associated with decreased achievement for all students, while teaching experience is associated with increased achievement, especially for students of color.
We characterize the extent to which Black-White gaps for multiple educational outcomes are linked across school districts in the United States. Gaps in disciplinary action, grade-level retention, classification into special education and Gifted and Talented, and Advanced Placement course-taking are large in magnitude and correlated. Racial differences in family income and parent education are strikingly consistent predictors of these gaps, and districts with large gaps in one outcome are likely to have large gaps in another. Socioeconomic and segregation variables explain 1.7 to 3.5 times more variance for achievement relative to non-achievement outcomes. Systemic patterns of racial socioeconomic inequality drive inequalities across multiple educational outcomes; however, discretionary policies at local levels are more influential for non-achievement outcomes.
While the importance of social-emotional learning for student success is well established, educators and researchers have less knowledge and agreement about which social-emotional skills are most important for students and how these skills distribute across student subgroups. Using a rich longitudinal dataset of 221,840 fourth through seventh grade students in California districts, this paper describes growth mindset gaps across student groups, and confirms, at a large scale, the predictive power of growth mindset for achievement gains, even with unusually rich controls for students’ background, previous achievement, and measures of other social-emotional skills. Average annual growth in English language arts and math corresponding to differences between students with fixed and growth mindset in a same school and grade level is 0.07 and 0.05 standard deviations respectively, after adjusting for students’ characteristics and previous achievement. This estimate is equivalent to 48 and 35 additional days of learning.
Access to private schools and public charter schools might improve parent and student satisfaction through competitive pressures and improved matches between educators and students. Using a nationally representative sample of 13,436 students in the United States in 2016, I find that public charter schools and private schools outperform traditional public schools on six measures of parent and student satisfaction. Respondents with children in private schools also tend to report higher levels of satisfaction than respondents with children in public charter schools. The results are robust to various analytic techniques and specifications.
